Official Community Plan and Zoning Bylaw Update Project

The Village of Clinton is undertaking a renewal of the Official Community Plan (OCP) and Zoning Bylaw (ZBL), and review of the Development Approval Process (DAPR) to guide the future of Clinton. These projects have the opportunity to foster a positive social, economic, and environmental impact on how Clinton grows and changes over time.

ENGAGEMENT ROUND 2

After engaging with the community in February 2025, we have been busy reviewing the existing OCP and ZBL to identify how we can incorporate what we have heard and make the bylaws clearer, simple, and in alignment with provincial legislation. We are currently preparing the revisions and want to now reconnect with the community to discuss key changes that will be coming in the drafts. During this round of engagement, we want to focus specifically on:

  • Sharing and gathering feedback on the revised community vision;
  • Discussing potential rezoning of residential properties in commercial areas, to allow existing residential uses to continue and reduce non-conformance issues;
  • The creation of a new Agricultural zone for all the properties in the Agricultural Land Reserve, a change that would bring the OCP and ZBL into alignment with the Agricultural Land Commission Act;
  • The concept of outlining “primary” and “secondary” uses in the Zoning Bylaw to more clearly identify the focus of each zone and help preserve location-sensitive lands for uses that would benefit most from those locations (e.g., those that require highway frontage), a change that would reduce attrition of the Village’s stock of Commercial property while still continuing to allow flexibility for supportive uses (e.g., a primary commercial use with a secondary residential use); and
  • Gathering residents’ thoughts on a variety of other topics:
    • Daycare, office space, and mobile vendor locations
    • Positioning of sheds
    • Fencing types
    • Parking lot surfacing
    • Types of housing
    • Livestock
    • Sea cans

The feedback we receive during this process will give us insight into how to update the OCP and ZBL in ways that resonate with you and can help our community achieve our shared vision in the future.

Get involved

To discuss these topics with us and gather feedback from the public, several engagement events will be held in-person June 18 and 19. The primary event is the Drop-In Open House, held at Memorial Hall on Thursday June 19 from 7-9pm supplemented by a variety of other pop-ups to provide many different options for residents to speak directly with the team and share their thoughts. As shown through the range community engagement events being hosted, we are focusing efforts during this round of engagement on having genuine conversations with community members in-person. Unfortunately, we know we will not be able to speak to everyone. In lieu of a lengthy survey, we will also be accepting thoughts via an online Form, which will be available soon.
